Will Cap-and-Trade Go The Way of The Public Option?

On Sunday White House Chief of Staff Rahm Emanuel, when asked whether President Obama would sign a bill that did not include a  price on carbon, said Obama had campaigned on cap-and-trade and believed that a comprehensive energy and climate change legislation should seek to cut carbon. Without specifically mentioning cap-and-trade, however, Emanuel avoided giving a clear yes-or-not answer on whether the president would sign a bill void of the pricing scheme.
